Hopefully you want to more than just replicate IKEA. IKEA's program is pretty crapy.

This project has many phases. The first phase is to create an application similar to the Ikea application I mentioned earlier. If we are satisfied with our supplier, we will introduce the next phase and continue a long term work relation.  

If anyone is still interested, please send me a quotation and a timeframe for this current phase.

What is the scope of this 1st phase?  Do you want the entire app built for the 1st phase?  Will media be provided?  What's the feature set you need implemented?  Do you want a clone of ikea's office planner? Ikeas app is pretty old do you have any requirements based on updated capabilities?  What are your special needs / requirements if any? Do you have design docs?  What are your milestones and timelines? What is the compensation? What are the terms of the contracted work?  There are about 20,000 more questions I could ask you.  If your seeking a professionals hand with this you will need to provide more professional information.

No reason you need more then one dev on a project like this except for artists. I wrote one before, it was no different then an map editor.
