Excellent finds, Dan.  Particularly the free Recognizer (Although it doesn't come with a texture), and the 3GCS find.  The fat guy in tights smuggling plums was a bit disturbing...

The Tron_10 lightcycle shot was from the game Tron 2.0, I believe.  Those style of lightcycles aren't in the movie.

I'll see if I can't get you a picture of the walls from the movie.  All I really need is a texture for the recognizer (probably requiring some UVW mapping on it) some characters going through the "cycle morph" action (have to see the movie for the animation, but you can get an idea of what they look like from that website), the walls (I'll find pics) and a GUI (for setting game graphics, starting game, etc.)

Probably a bit late to offer some help but I only found Truevision in the last month - decided to make the switch from DarkBasicPro to something else!

I'd be happy to do a GUI for you - but you'll have to provide info on what it needs to display - what pixel dimension size/file-format/alpha channels?/bit-depth/ and a crude sketch over the game screen (or let me play it! don't want to obscure important info!)

(All I would ask in return is a mention and some helpful advice  in the future! (Or some working source code to have a look at! If it's VB6...)

As for the dimensions of the gui, shoot for 1024x768, and when I put it on the screen, it'll be sized appropriately for each resolution.  As for what it actually needs to display, you take a look at the game and tell me.  I know for one it'll need a small map in one of the corners to show the positions of other bikes, plus your typical GUIs to set your graphics settings, difficulty, ip connections (host/client) etc.
