Animation Blending

I have a really silly question, but I honestly don't know. In TV3D, what is animation blending? I can't tell if it's combining multiple animations into one (e.g. combing a walking animation, with a waving animation), or if it's about providing a smooth transmission between 2 animations (e.g. idle stance to running animation). Or is it both? Please explain what TV3D blending is. Thanks!
