What do you who program C++ applications use to create your GUIs? I don't mean in-game... I mean your normal controls: buttons, sliders, listboxes, etc.

I know how to make them... but its such a hige pain getting everything in its place.

Check out Qt (http://www.qtsoftware.com/).
Integrates in VS, easy learning curve, free for personal use, cross-platform (KDE is based on it), years of development, etc.

Check out the gui used in the directx SDK demos. 

Beyond that, I think it might be useful if you thought about traditional GUI for settings screens and pre-game menus as being no different than user interfaces for things like elevator buttons in your game or PDAs, security camera controls, inventory stations, etc, etc, etc. 

This will help you design a GUI that is much more generic and flexible
