Well for one, the core of 6.5 in written in unmanaged C++, much faster...

Hmm, I dunno how you would make TV simpler?

As for whats different.

    DX9 base.
    C++ base.
    Full multi-language support.
    Shader support.
    In-Built physics.
    Vastly improved Landscape object.
    Multi-Texturing.
    Better stability and reliability under stress.
    Automated light management.
    Prop geometry formats( some see this as a bad thing, I guess, but I don't. )
    ..More.

only the engine?

You get the engine, no docs and the current toolset( ModelView, SfXe, Particle Editor - these are new and better than the 6.2 ones ).
