Well, it looks like that's a C++ only engine, so you'll have to do some down and dirty coding there.  TrueVision has all the same features (6.5), and possibly more, and you can program in pretty much any language you feel like.  The interface and useablility is better.

I didn't look too closely at the site for cipher, which is http://www.cipherengine.com so others don't have to google for it, but I'd still go with TV

Yea, I downloaded their demo's and they're nothing special.  Given the graphics, I could do the same thing with TV in 2 days (car demo) and probably about 2 hours for the temple demo.
