Error when install TV3 SDK 6.3

did any one know what is wrong with this:

The error when install TV3D SDK 6.3: Unable to register DLL/OCX, RegSvr32 failed with exit code 0x3 ?

I have a problem at the end of installing TV3DSDK 6.3. When registering the files, the following error appears:

C:\Windows\system32\stdole2.tlb
Unable to register the type library: RegisterTypeLib failed; code 0x8002801C.
Error accessing the OLE registry.

Though there is an option to ignore this, but after that I can't run any Truevision project. I've got the TV3DSDK 6.5 which works properly, but I need 6.3 too.
